Just does what it says in the title. Only modifies the game to randomize a 52-card deck when playing poker. All other changes you may notice when playing poker are incidental to this change.
Note: The first hand of poker in the quest He Who is Not Without Sin is scripted, and will not be affected by this mod. This may mean that scripted poker hands in later quests may also be unaffected.

DISCLAIMER AND COMPATIBILITY
This mod does not directly change how NPCs play, although they do seem to play more logically (which may be simply due to reacting to fully random input rather than the vanilla limited random hands they are scripted to react to). It is not a cheat mod, per se, it simply shuffles the deck prior to dealing each hand and allows for any random order of 52 unique playing cards. This mod should be compatible with all other mods as long as they do not change the deck size or order of cards dealt when playing poker.
