Crooked Gilded Age politician, and Tammany Hall political machine boss, William Magear “Boss” Tweed, lovingly recreated in Red Dead Redemption 2. You can either have him replace Leviticus Cornwall, or have him as a spawnable ped. To spawn him, you need to go to “Custom Input” in Rampage Trainer, then type in “Tweed”.
