Since there is only 1 outfit, Bill will be invisible. Open Rampage Trainer, go to Spawner, Peds, Hijack Ped, cs_billwilliamson, then select Ped Database at the top. cs_billwilliamson will appear; click on it and set the wardrobe outfit to 1.
