The law in Blackwater got privatized; Blackwater police officers are replaced by Pinkerton agents. Update: Edgar Ross replaces the police chief.
To install simply drag the file into lml. Police chief Dunbar keeps his job but the rest of the police force have been replaced by sharply dressed Pinkerton detectives.
Update: By order of the Pinkerton Detective Agency seconded by the United States government, police chief Dunbar is hereby relieved of his duties. Agent Ross replaces him, with functional 1889 and 1907 variants (not that that matters much lol).
Update 2: Adds a proper install.xml for lml.
