Boosts all hotspots to be S Class
Boosts output of extractors (Power, Gas, Mineral) by X10, or X100
Choose One:
HotSpotBoostAllSClass: Makes all Hotspots S Class (Does not change Extractor Output)
HotSpotBoostX10AllSClass: All S Class + X10 to output
HotSpotBoostX100AllSClass: All S Class + X100 to output
None of them change the chance of getting one substance over the other. This just makes all hotspots S Class and substance output.
