Mod adding in traffic on-duty versions of all SCS stock police and emergency vehicles with beacon and personalized siren sounds for the covered SCS countries

All vehicles have customized sounds for all countries covered by SCS.
Each vehicle can spawn with either a beacon only or a beacon and sound, although the sound is not continuous.
Each siren sound lasts between 20 and 30 seconds, and the interval before the sound is repeated is random.
All vehicles also have engine sounds.
Police and emergency services are limited to local roads only.
Vehicles spawning in cities are more likely to have sounds than those spawning outside of cities.
