Any sane civilization builds their spaceports over water. Keeps ships from blasting debris for miles during takeoffs and landings, and from setting fire to the surrounding area.
Know what we can’t do in Starfield? Build in water. So I fixed that. This mod enables you to build in water.
Ok, I was wrong, you can build underwater. You probably have to add
[Water]
bUseWater=1
to StarfieldCustom.ini to allow you to dive down and see what you are doing. Or maybe someone else can take this mod and expand it to full aquatic operations.
If you want to build farther out and stay above the surface I recommend Outpost Foundation Engineering with Landing Pad Mods. It allows for much taller foundations, which means building in deeper water.
